What is the Annual Performance Report?

The Missouri Standards for the Preparation of Educators (MoSPE) define what high-quality educator preparation should look like across the state. To ensure programs meet these expectations, the Department of Elementary and Secondary Education (DESE) reviews each Educator Preparation Provider through the Annual Performance Report for Educator Preparation Programs (APR-EPP). This report evaluates how well programs align to the state’s standards and serves as the foundation for DESE’s recommendations to the State Board of Education about ongoing accreditation.

What the Missouri Performance Index (MPI) Means

  • The Missouri Performance Index (MPI) is a score used in the Annual Performance Report (APR) to show how well scholars performed on Missouri Assessment Program (MAP) tests.

  • MPI takes into account both achievement and growth, weighing higher levels of proficiency more heavily.

  • A higher MPI indicates stronger academic performance across the school—showing not just how many scholars scored Proficient or Advanced, but how close all scholars are to reaching higher levels.

  • In the APR, MPI contributes to the points earned for Academic Achievement, which is one of the factors DESE uses to evaluate school performance.

Momentum Academy’s Mathematics MPI Growth

  • Our overall Mathematics MPI increased this year, reflecting stronger scholar performance.

In Missouri’s APR, Individual Career and Academic Plan (ICAP) points measure how well a school supports scholars in planning for their future—academically, socially, and career-wise. An increase in ICAP points indicates that:

  • More scholars are completing high-quality ICAPs, which outline their goals, strengths, interests, and pathways for future success.

  • The school is doing a stronger job helping scholars explore careers, understand their academic journey, and set meaningful personal goals.

  • Advisory, counseling, and SEL structures are working effectively, ensuring students receive the guidance they need to plan ahead.

  • It reflects growth in systems, documentation, and follow-through around scholar planning, which directly contributes to the school’s overall APR score.

Momentum Academy’s ICAP Success

  • Our Individual Career and Academic Plan (ICAP) score showed a 25% improvement year over year.

  • This jump shows that more scholars are completing strong, meaningful ICAPs that help them understand their strengths, set goals, and plan their academic and career pathways.

  • It reflects the intentional work of our teachers, counseling, and support staff in guiding scholars through reflective conversations, exploration activities, and future-focused planning.

Focus Area: Kindergarten Entry Assessment

  • In response, we created new systems that ensure assessments occur throughout the entire school year, not just at the beginning.

  • This shift allows us to monitor scholar progress more consistently and adjust instruction earlier and more effectively.

  • These improvements have already been embedded into our enrollment and assessment workflows, ensuring long-term consistency and fidelity.

  • Our goal is to use this year-round approach to build a stronger academic foundation for all incoming Kindergarten scholars.

Focus Area: Scholar Attendance
  • We identified attendance as a key area for continued improvement across all campuses.

  • To address this, we implemented our Attendance Engagement Plan, which outlines consistent systems for outreach, family communication, incentives, and support.

  • We introduced new attendance metrics to guide our internal practices and ensure we are clearly messaging the importance of daily, on-time attendance to both new and returning families.

  • These updated expectations help us reinforce that strong attendance builds strong academic habits and contributes directly to scholar success.

  • Our ongoing goal is to create a culture where every family understands that being in school by 8:00 AM matters—and every day of learning counts.
